People in Need INGO supports civil society participation in Mongolia’s digital transition

The European Union-funded Digital Inclusion through CSO Empowerment (DICE) project has concluded after supporting efforts to strengthen the role of civil society organizations (CSOs) in Mongolia’s digital transition. Implemented by People in Need Mongolia in partnership with the Ministry of Digital Development, Innovation and Communications of Mongolia and FARO Foundation, the project focused on improving digital skills and increasing the participation of CSOs working with communities.

The European Union-funded Digital Inclusion through CSO Empowerment (DICE) project has concluded after supporting efforts to strengthen the role of civil society organizations (CSOs) in Mongolia’s digital transition. Implemented by People in Need Mongolia in partnership with the Ministry of Digital Development, Innovation and Communications of Mongolia and FARO Foundation, the project focused on improving digital skills and increasing the participation of CSOs working with communities.


Over two and a half years, the project partnered with around 65 CSOs and their staff, equipping them with essential digital skills, enabling them to better serve marginalized communities, including rural populations, women, persons with disabilities, elderly citizens, herders, and youth. Through a cascade training approach, these organizations extended digital literacy and awareness to communities across Mongolia, reaching over 1,830 people and helping narrow the digital divide and promote the safe and effective use of digital tools.

The project also strengthened CSOs’ role as key actors in Mongolia’s digital ecosystem by supporting their participation in policy dialogue and advocacy processes. Notably, the development of the Inclusive Digitalization Advocacy Roadmap provided a strategic framework to enhance collaboration between government and civil society, ensuring that CSO voices are reflected in national digital transformation efforts.


“Mongolia's ambition to become a Digital Nation can only be realized if it ensures that no one is left behind. The Inclusive Digitalisation Advocacy Roadmap developed through this project is a meaningful contribution to that national effort,” said Adrien Mourgues, Cooperation Team Leader and First Secretary of the Delegation of the European Union.

Throughout the project, innovative training programmes introduced CSOs to practical digital tools, cybersecurity practices, and emerging technologies, enhancing their operational efficiency and outreach. Community-level initiatives enabled individuals to access digital public services more independently, including platforms such as E-Mongolia, while improving awareness of online safety and data protection.


“Today is not an ending, but a transition. The skills, networks, and initiatives developed through DICE now belong to Mongolia's civil society. We are confident they will continue to grow and create lasting impact,” said Tricia Turbold, Country Director of People in Need in Mongolia.

The DICE project has contributed to Mongolia’s broader vision of becoming a Digital Nation, supporting national efforts to expand digital literacy, accessibility, and citizen engagement. By empowering CSOs as intermediaries between communities and institutions, the project has laid a sustainable foundation for continued digital inclusion and participatory governance.
