Introduction of PIN
People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech Republic in 1992. Along with PIN Mongolia, PIN now works in more than 30 countries globally. PIN’s global structure includes Headquarters (HQ) based in the Czech Republic, and PIN UK based in London, United Kingdom.
PIN came to Mongolia during the winter of 1993 with food and clothing donations as the Mongolian population struggled to adapt to the new realities resulting from the collapse of the Soviet Union. PIN returned to Mongolia during the dzud (extreme winter disaster) of 2009–2011, with the permanent office established in 2011. Since then, PIN has delivered more than 30 projects covering all 21 Aimags (provinces), impacting thousands of people in rural and urban settings. These projects have focused on climate change and sustainable livelihoods, emergency response, gender and social inclusion, civil society empowerment and good governance, and education and skills development sectors.
Introduction of SOGE Project
With 2.2 million Euros in financing from the European Union’s SWITCH-Asia programme, during a period of four years, the project aims to support 10000 agri-food and beverage MSMEs, 30 agri-food and beverage business associations (BA), and 750 retailers to adopt circular economy practices through a market-based eco-labelling system, capacity building, behaviour change, and access to green finance. By adopting these practices, the hope is that local businesses will sell and buy locally grown and produced food and beverages in Mongolia.
The SOGE project is designed and implemented by People in Need (PIN), the Mongolian Sustainable Finance Association, Development Solutions NGO, and Caritas Czech Republic INGO. In line with the government of Mongolia’s national strategy to cut greenhouse gas emissions by 22.7% by 2030, this initiative marks the inaugural SWITCH-Asia project within Mongolia's Agri-Food and Beverage Sector.
Position Summary
The Project Manager (PM) bears the overarching responsibility for the entire spectrum of project cycle management (PCM). This includes the management of the project team, identification of project needs, making informed decisions on intervention, strategizing and crafting the project plan, executing the project, and overseeing the monitoring and evaluation processes. Additionally, the PM ensures project feedback loops are in place and lead to adaptations to improve programming in real-time. With support and guidance from the Country Director and/or Head of Programmes, Senior Management Team, and Country Programme team members, the PM is responsible for achieving project results and indicators and fulfilling the contractual obligations of the project.
The PM plays a pivotal role in implementing a market-based eco-labeling system, fostering social behavior change in favor of this initiative, and facilitating access to green finance actions to support Mongolian agri-food and beverage MSMEs and retailers in adopting circular economy practices. This should be achieved by fostering strong networks, engaging in persuasive advocacy, and participating in constructive policy discussions.
The PM sets an example to others through adhering to and actively promoting PIN’s Code of Conduct and Core Policies (including Safeguarding, Anti-Corruption, Whistleblowing policies) with all the personnel working under his/her supervision.
Duties & Responsibilities
Working under the guidance of the Head of Programmes and in collaboration with counterparts in CP, the Project Manager (PM) will assume responsibility for a range of tasks. While the list provided is comprehensive, it is not exhaustive, and the PM is encouraged to innovate and enhance as needed. The outlined tasks include, but are not limited to:
Project Design & Proposal Development:
- Oversee needs identification and assessments for target communities and PIN staff.
- Update needs assessments based on changing contexts.
- Analyze governmental, donor, and relevant strategies for eco-labelling and green certification system integration.
- Participate in the identification and appraisal of potential project partners.
- Develop or contribute to Logframes and project co-funding proposals.
Project Implementation:
- Lead planning, coordination, and execution of all project activities for a market-based eco-labelling system.
- Analyze donor contracts and guidelines for alignment with project planning, controls, reporting, and documentation.
- Develop and review project work plans, ensuring alignment with Country Strategy, donor guidelines, and PIN standards.
- Establish and lead coordination mechanisms, identifying, managing, and reporting on project-related risks.
Technical Quality Assurance:
- Ensure quality and timely implementation aligned with PIN’s guidelines and international standards.
- Mainstream cross-cutting issues (protection, gender, environment) throughout the project.
- Lead quarterly learning review meetings and implement adaptive management and learning approach.
Monitoring, Evaluation, Accountability & Learning (MEAL):
- Ensure functionality of the project-specific Community Feedback and Response Mechanism (CFRM).
- Oversee the development and updating of MEAL plans, including Results Frameworks and Indicator Tracking Tables.
- Collect and consolidate data demonstrating activity implementation.
- Plan and prepare for mid-term and final evaluations.
Coordination & Representation:
- Develop and update mapping of the humanitarian/development environment.
- Engage in external representation, ensuring transparent communication with donors and active participation in relevant meetings.
- Facilitate policy discussions and track progress in policy dialogue and regulatory framework developments.
Staffing, Human Resource Management:
- Responsible for HR processes related to the project team, including recruitment, performance management, and capacity building.
- Manage day-to-day team activities, including leave and time management.
- Foster positive team spirit and support project staff.
Financial Management:
- Responsible for financial management of direct costs, including reviewing and approving project documentation.
- Lead the development and updating of budget forecasts, flagging potential over/under spending.
Logistics & Procurement:
- Ensure integration of project procurement planning into the work plan.
- Ensure compliance with PIN’s procurement guidelines and donor-specific requirements.
- Communicate and plan project logistical needs.
Project Administration & Compliance:
- Ensure compliance with financial and administrative rules and regulations.
- Generate, approve, and archive project documentation according to PIN and donor guidelines.
Reporting:
- Develop and update Internal Project Reports.
- Ensure compliance with donor reporting requirements.
- Review partner narrative and financial reports when applicable.
Communications, Visibility, Media & Advocacy:
- Ensure compliance with PIN Media Policy and donor requirements for communication and visibility.
- Enhance the project's visibility and implement advocacy activities when applicable.
Safety, Security and Risks:
- Adhere to and promote Safety, Security & Risk Policies.
- Develop and update project risk register.
- Report incidents affecting staff well-being to CD/Security Focal Point.
Accountability and Safeguarding:
- Adhere to PIN Code of Conduct and Key policies.
- Participate in training and awareness raising.
- Ensure team members follow PIN Code of Conduct and Key policies.
- Include assessments of third parties’ implementation of key safeguarding and risk policies.
And fulfills any other tasks as required.
Qualifications
- A bachelor's degree or higher in environmental science, statistics, economics, or business administration, as well as a master's degree or higher in standardization or environmental law, would be an advantage.
- At least 3 years of relevant work experience in the specified sectors and proven experience in managing projects funded by institutional donors;
- Current understanding and experience of the local context of environmental or business management system standards;
- Experience in monitoring and evaluation planning, data collection, analytical skills, and conducting mid-term and final evaluations is desired;
- Excellent team player with strong networking, team-building, organizational, facilitation, critical analysis and problem- solving and communication skills;
- Excellent command of written and spoken Mongolian and English.
