Introduction of PIN

People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech Republic in 1992. Along with PIN Mongolia, PIN now works in more than 30 countries globally. PIN’s global structure includes Headquarters (HQ) based in the Czech Republic, and PIN UK based in London, United Kingdom.
PIN came to Mongolia during the winter of 1993 with food and clothing donations as the Mongolian population struggled to adapt to the new realities resulting from the collapse of the Soviet Union.  PIN returned to Mongolia during the dzud (extreme winter disaster) of 2009–2011, with the permanent office established in 2011. Since then, PIN has delivered more than 30 projects covering all 21 Aimags (provinces), impacting thousands of people in rural and urban settings. These projects have focused on climate change and sustainable livelihoods, emergency response, gender and social inclusion, civil society empowerment and good governance, and education and skills development sectors.

Introduction of Project

The "Digital Inclusion through Civil Society Organization (CSO) Empowerment (DICE): Empowering CSOs to Advance Inclusive Digital Transformation" project is a collaborative initaitve undertaken by People in Need Mongolia in partnership with the Faro Foundation. The project is to design a comprehensive, locally-driven strategy that empowers civil society to play a central role in driving inclusive digitalization in Mongolia. Key objectives are to enhance CSOs' internal digital capabilities, improve the digital and media literacy of marginalized citizens, expand access to e-services, amplify citizen voices through digital technologies, and advocate for a more inclusive regulatory framework that prioritizes people in the digital transformation process. The project aims to place the interests of citizens at the forefront of Mongolia's digital transformation and equipping CSOs with the necessary skills, resources, and networks to proactively reduce the digital divide.

Position Summary

The Project Manager (PM) takes overall responsibility for all aspects of project cycle management (PCM), including identification of needs, decision to intervene, planning and formulation of the project, implementation, monitoring and evaluation, and ensuring project feedback loops are in place and lead to adaptations to improve programming in real-time. With support and guidance from the Country Director and/or Head of Programmes, Senior Management Team, and Country Programme team members, the PM is responsible for achieving project results and indicators, and fulfilling the contractual obligations of the project.
The PM plays a pivotal role in driving inclusive digital transformation by empowering Civil Society Organizations (CSOs) to become well-informed about digital opportunities and threats, enhancing their digital and media literacy skills. Through effective networking, advocacy, and policy dialogue that supports responsible digitalization policies, the PM equips CSOs with the tools and knowledge to extend these capabilities to marginalized communities, in alignment with the Digital Nation strategy of the Government of Mongolia.
The PM sets an example to others through adhering to, and actively promoting PIN’s Code of Conduct and Core Policies (including Safeguarding, Anti-Corruption, Whistleblowing policies) with all the personnel working under his/her supervision.

Duties & Responsibilities

Under the supervision of the Head of Programmes and in cooperation with CP counterparts the PM shall be responsible for the following:

  • Adhere to PIN Code of Conduct and Key Policies and other relevant guidelines and manuals;

  • Develops or contributes to Logframes and project proposals in line with the Country Strategy, donor and PIN guidelines with support from Country Programme (CP) management, HQ, places a specific but not exclusive emphasis on enhancing CSOs' awareness of fundraising opportunities through the digital opportunities module within the CSO Capacity Development program;

  • Lead the planning, coordination, and successful execution of all project activities, ensuring that CSOs benefit from increased skills in digital literacy, digital engagement, e-democracy opportunities, and digital security;

  • Identifies, manages and reports on project-related risks;

  • Ensures quality and timely implementation of the project in line with PIN’s sectoral guidelines, best practices and applicable international standards;

  • In cooperation with the MEAL team, oversees the development and monthly updating of MEAL plans in the Project Management Plan, including Results Frameworks (RF), Indicator Tracking Tables (ITT), M&E workplan, CFRM database, etc.);

  • Under the guidance of the Country Director and/or Head of Programmes, engages in external representation;

  • In cooperation with relevant colleagues (HR, Head of Systems and Operations - HoSO), responsible for relevant HR processes related to the project team, including recruitment, performance management, professional growth, capacity building and mentoring of project team members;

  • In cooperation with the Finance team, responsible for the project’s financial management of direct costs;

  • In cooperation with Logistics Officer, coordinates and plans project procurement procedures and logistical needs in accordance with PIN’s and donor guidelines;

  • Ensures compliance with all financial and administrative rules and regulations and provides coaching and capacity building to promote team compliance;

  • Generates both internal and external reports, providing comprehensive updates on advancements in joint policy formulation and the monitoring of policy dialogue;

  • Develops and regularly updates project risk register in IPR;

  • Ensures that requirements regarding communication and visibility are fulfilled in line with PIN Media Policy and donor requirements;

  • Develop and maintain positive relationships with vendors, suppliers, and other partners;

  • And fulfills any other tasks as required.

Qualifications

  • A university degree in international development, communications, information and communication technology, or a related field;

  • At least 5 years of relevant work experience in the specified sectors and proven experience in managing projects funded by institutional donors;

  • Familiar with governmental, donor, and relevant strategies pertaining to inclusive digital policies and a strong understanding of the digitalization of the CSO sector in Mongolia;  

  • Proficient in digital literacy, engagement, security, and e-democracy opportunities;

  • Experience in monitoring and evaluation planning, data collection, analytical skills, and conducting mid-term and final evaluations;

  • Excellent team player with strong networking, team-building, organizational, facilitation, and communication skills;

  • Excellent command of written and spoken Mongolian and English.
