OBJECTIVES OF THE BASELINE & NEEDS ASSESSMENT The baseline and needs assessment seeks to capture perceptions regarding the challenges and opportunities faced by Civil Society Organizations (CSOs), the overall digital transformation process, the current status of CSOs' digital literacy in Mongolia, as well as their knowledge and engagement in evidence-based research, policy development, and monitoring and advocacy efforts.
